Airline & uniformed staff in the net / Facebook used for illegal business
Bandar Seri Begawan - Ever-vigilant officials of the Narcotics Control Bureau (NCB) have made two commendable arrests nabbing seven suspects allegedly involved in smuggling drugs into the country.
Among the suspects were off-duty employees of an airline and another being a uniformed staff.
NCB investigations also revealed the use of popular social-networking service Tacebook' by 'one set' of alleged smugglers as a means of communication in conducting the illegal business.
Investigations have also revealed that in both instances, the alleged perpetrators have been taking advantage of legal activity as a "smokescreen" for their crimes.
In the first case, the NCB successfully prevented an attempt to smuggle in marijuana worth $140,000 at the Brunei International Airport on August 7, 2010 when they nabbed two locals - 24-year-old man and 22-year-old woman.
A tip-off by the police made the arrest possible.
Search on the baggage of the duo, who were travelling from Bangkok, led to the discovery of packages containing dried leaves believed to be marijuana weighing 1.37kg.
These were packed and sealed and hidden inside one of the suspect's bags.
Further investigations led to the arrest of a third suspect who is believed to be the mastermind of a drug smuggling syndicate. He too is a local man aged 27 years and relative of the suspects.
This suspect, who is said to be a uniformed personnel is also a part time entrepreneur. He is believed to have used the facilities of "Facebook" to carry out his "business" activities.
Also remanded were another 24-year-old man and 23-year-old woman who are believed to be part of the syndicate. All five have been remanded for two weeks under the Misuse of Drugs Act for further investigations.
Several days later, the NCB received a case from the Royal Customs and Excise at the Brunei International Airport where the officers on duty handed over a 32-year-old local man, who was apprehended on arrival from Bangkok, after examining his baggage.
Customs officers also confiscated dried leaves weighing nearly 2.5kg believed to be marijuana with an estimated value of nearly $250,000 as well as hundreds of pills believed to contain controlled substances hidden in biscuit tins by inserting in between the biscuits.
Following this, the bureau made another successful arrest of a colleague of the first suspect. He is believed to be his accomplice in drug smuggling activities in the country and both are currently in remand for two weeks under the Misuse of Drugs Act for further investigations.
Both incidents indicate that alleged smugglers are using opportunities from legal activities as a smokescreen to conduct such illegal business.
The bureau has once again reminded all residents in the country not to misuse the available facilities to conduct legal business to cover up crimes like smuggling drugs into the country.
The NCB has also reminded airlines staff not to take opportunities provided to them to bring contraband items into the country.
Smuggling activities or bringing controlled drugs into the country is a serious offence and anyone found guilty will face a jail term of five years and five strokes of the cane. Those found guilty of bringing in more than 500 grammes of marijuana will face the death penalty.
The NCB said it will continue to work closely with other law enforcement agencies in monitoring the entry points to the country such as border control posts, airport and ferry terminals to curb the smuggling of controlled drugs into the country.
While thanking members of the public for their continuous cooperation, the NCB sought further cooperation in reporting such illegal activities and urged the public to call the bureau at 2448877 during office hours or hotline 8777444.-- Courtesy of Borneo Bulletin

Bandar Seri Begawan - Consultants of the Bandar Seri Begawan (BSB) Masterplan have identified light rail transit (LRT) as one of the key land-based public transport systems to create a sustainable capital city in the long run.
During a BSB Development Masterplan workshop yesterday, the consultant overseeing the transportation aspect in the masterplanning, Francis N L Sootoo, said the introduction of LRT was among the steps needed to create a sustainable city.
Having a LRT system in Brunei would also invite more tourists to come to the Sultanate as it will help them to get around, said the executive director of MVA Asia Limited.
"No one needs a car when they go to a %reign country. I live in Hong Kong and I don't need a car," Sootoo said, while highlighting Hong Kong's efficient and convenient public transportation system.
He added that the use of sky trams in the city centre would not be viable as they have fixed stations while LRTs have interchangeable and flexible stops.
He explained that the proposed transportation system was also be appropriate as it would establish an interaction at ground level.
"LRT interacts with the pedestrians," Sootoo said, adding that the interaction would be more exciting for the people.
From initial plans, the proposed LRT system could cover a distance of about 10km around the capital. One end of the LRT would originate from the Yayasan Shopping Complex up to possibly Brunei International Airport.
Important stops along the way could include the Taman Sir Omar 'Ali Saifuddien (SOAS) and the Sultan Omar Ali Saifuddien Mosque, Raja Isteri Pengiran Anak Saleha (Ripas) Hospital, Jame As? Hassanil Bolkiah Mosque, Kiulap and Gadong commercial areas, the future government district and the Serusop commercial area.
However, the fare structure and other features that will lead to the realisation of this system should still be discussed with the government, he pointed out.
HOK Planning Group regional director and project di rector of the capital's masterplan, Steven Townsend said a LRT system was also about creating attractions.
He said that the system might take a while to generate revenue. However, he noted that in the long run, it will generate interest not only among the locals, but also tourists who are familiar with the use of LRTs in their countries.
With this new interest, more people will come to Brunei and use the system and thus, bring about economic returns to the country, he added.
Townsend shared that LRTs might take three to five years to construct. The operation and construction of the LRTs could be awarded to capable and credible foreign investors through public-private partnership.
"Outside experts could operate under a contract," Townsend said, adding that foreign investments will also generate income for the country.
This suggestion was supported by Deputy Chairman of BSB Municipal Board Mohd Ramli Hj Zulkifli, who said that foreign investors were welcome to venture into these possible business opportunities.
"By having a good transportation system, we are going for a bigger agenda," he told The Brunei Times.
He elaborated that the BSB masterplan should he geared towards obtaining revenues from non-oil economic sectors through knowledge, skills and hospitality, in line with Brunei's vision of diversifying its economy.
LRTs provide the connectivity to key areas in BSB, he said, and it also provides an option to take a linear route.
"Forget about what we want now, the benefit is in the long run," Mohd Ramli said.
The deputy chairman added: "Man's desire is rather unique. Sometimes, we don't even understand ourselves. If we have this (LRT) system put in place, I'm sure people will opt for it."
A water-based transportation system that uses water buses to transport people around Brunei River and the commercial centres was also another mode of transportation proposed under the BSB masterplan.

Sentence to be passed today
Bandar Seri Begawan - The corruption case that has been going on for around half a decade has nearly come to a conclusion as former Development Minister Pg Indera Wijaya Pg Dato Dr Hj Ismail was found guilty during a judgement yesterday.
The sentencing by Judge Gareth John Lugar-Mawson is expected to be delivered today. Pg Dato Dr Hj Ismail, who was earlier released on court bail, has been remanded at Jerudong Prison until today after his bail was revoked following his conviction. Pg Dato Dr Hj Ismail and Wong Tim Kai are convicted of 11 graft charges.
Pg Dato Dr Hj Ismail is convicted of accepting a house, land, housing development, cash transactions transferred into the defendant's account, as well as a shop house under his daughter's name (Dk Susilawati Pg Indera Wijaya Pg Dr Hj Ismail).
Wong Tim Kai, Managing Director of TED Sdn Bhd, is guilty of abetting the offences. Mitigations are expected from the Defence Counsel team representing Pg Dato Dr Hj Ismail. The prosecution is also suggesting to the court that a total sum of BND$4,219,242.60 in gratifications calculated to have been received by the former minister be compensated to the government.
According to the prosecution's earlier opening speech at the beginning of the trial, the first defendant Pg Dato Dr Hj Ismail was the Minister of Development between 1986 and 2001. He had been appointed under the command of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam as the Istana Project Supervisor (IPS) in the late 1970s.
His responsibilities at the material time of the charges included supervision and management of the staff in the Housing Development Department, the Public Works Department (PWD) and the IPS office in planning, contracting, and implementation of public works and public housing programmes in Brunei Darussalam on behalf of the government.
The second defendant Wong Tim Kai was during the relevant period the Managing Director and majority shareholder of TED Sdn Bhd, a construction, engineering and land development company doing business in the country. Wong Tim Kai first acquired a stake in TED Sdn Bhd in 1979 and became a director the same year. On formal letters signed by Wong Tim Kai in the present case, the second defendant described himself as the Managing Director of the company.
There are 11 charges against each defendant; three charges under the Prevention of Corruption Act and eight charges under the Penal Code. The charges against each defendant run in parallel, Defendant 1 being charged with accepting the gratification pleaded in the three corruption charges and Defendant 2 with giving the said gratification; and Defendant 1 being charged as principal with accepting the valuable thing particularised in the eight Penal Code offences and Defendant 2 with abetting the offence.
Each of the corruption charges alleges a different gratification accepted by Defendant 1 or given by Defendant 2 as an inducement or reward for Defendant 1 for doing certain specified acts as Minister of Development and Istana Project Supervisor. The 11 acts in the charges comprise the awarding of nine projects to Defendant 2 and the assisting of Defendant 2's application and appeals for a temporary occupation licence of land (TOL land).
Between 1993 and 1997, the Housing Development Department, Public Works Department, and the office of IPS awarded nine projects, amongst others, to TED Sdn Bhd.
In December 1993, a project worth just over $5 million for the Kg Tungku Phase III Housing Package 3, Landless Citizen Scheme, Drainage and Roadworks for Lot 701, Kg Kiarong project worth almost $2 million awarded in March 1995, construction of 27 houses and infrastructure works at Kg Lambak Kiri Landless Citizen Scheme Housing project in July 1995 worth just over $3 million, variation works of Drainage and Roadworks at Lot 701, Kg Kiarong project in September 1995 worth about $2 million, second variation works on Lot 701 in September 1995 worth about $5.5 million, State Mufti building and Sultan Haji Omar Ali Saifuddien 'earthworks' project worth just under $10 million, third variation order on Lot 701 done in July 1996 worth about $5.5 million and variation orders number 4 and 5 on Lot 701 in January 1997 worth about $800,000.
The former minister awarded all these projects to TED Sdn Bhd. The current case heard before Judge Gareth John Lugar Mawson has taken just about 30 days of evidence starting from October 1, 2009, while the same case had earlier taken no less than 205 days spanning some three years before the previous trial judge, Dato Seri Paduka Mohammed Saied, the former Chief Justice, before he recused himself on the grounds of ill health in February 2009 and ordered the trial to begin again before another judge. Dato Saied has since retired.
Twenty-six witnesses gave evidence for the prosecution, including an expert accounting witness from Hong Kong, a number of current and former employees of the various departments in the Ministry of Development, and several employees and acquaintances of Wong Tim Kai. Twelve bundles of documents (containing over 2,500 pieces of documentary evidence) have been produced, including affirmations from Maybank, Baiduri Bank, Citibank and HSBC.
The defence has called in two witnesses for the trial, the former minister himself and his spouse.
The prosecution team is led by Queen's Counsel Andrew Macrae with Deputy Public Prosecutors Aldila Hj Mohd Salleh, Dk Hjh Hana Molina Pg Hj Mohammad and Maggie Wong. Defence Counsel Ahmad Basuni Abas assisted by Ridzlan Ibrahim and Lt Col (Rtd) Harif Ibrahim represented the former minister.
The case involving the ex-minister and Wong Tim Kai was put on hold several times due to many reasons including the continued ill health of the former Chief Justice who was the trial Judge previously, the untimely death of Christopher Fernando in January 2008, former counsel for the ex-minister and the disbarring of leading counsel for Wong Tim Kai in February 2008, which was later upheld by the Court of Appeal in May 2008 for failure to disclose his previous convictions for contempt of court in Malaysia when seeking admission to the Brunei BAR. -- Courtesy of Borneo Bulletin

Speedy action by BSP to preserve its good image
Bandar Seri Begawan - In an effort to keep the country's cooperate image clean the Brunei Anti Corruption Bureau has begun a series of massive fraud investigations against more than 10 senior oil company officials.
The amount probed, according to reliable sources, exceeds $5 million and both local and foreign employees are allegedly linked to what is quoted as "irregular material purchase procedures and related matters." The company Brunei Shell Petroleum (BSP) has already dismissed some of the officials after questioning while the affairs of others are still being looked into, informed sources said. Some of the others are under investigation, it is learnt.
The matter is still in its early stage and a thorough check has been on the way for some time and a source said that "no stone will be left unturned." It is understood the alleged fraud was discovered during a routine audit check.
The authorities, it is understood, are looking into the allegations seriously, although no arrests have been made apart from the termination and suspension of some of the alleged miscreants. Oil and gas are the country's lifeblood and the authorities are determined keep the industry clean.
Rumours of the alleged fraud have been strong in recent times although no public announcements have been made so far. The country's oil industry is mainly based in Seria, in the south of the capital. Oil and gas account for 48 percent of the country's economic output that is helped by the country's stability and an efficient and clean oil industry sector helping to maintain the country's production levels.
Although there have been instances of petty irregularities in the oil sector in the past that brought about court action, instances have been rare.
In recent times other overseas oil companies have begun major operations here. -- Brudirect News

'Three dead' after gun attack on Togo football team
Emmanuel Adebayor, right, escaped injury but was visibly shocked The death toll from an attack on Togo's football team as they travelled in Angola has risen from one to three, reports say.
The team bus driver was killed in Friday's attack, with the deaths of the assistant coach and a spokesman announced a day later.
Two players were among nine people injured in the attack as the team headed to the Africa Cup of Nations.
The team withdrew from the competition, which is due to start on Sunday.
The attack happened in Angola's northern province of Cabinda on Friday.
Goalkeeper Kossi Agassa, who plays for French club Istres, told France-Info radio that the assistant coach and a spokesperson had died.
Among the nine people injured were two players, an assistant manager, physio, goalkeeping coach and another coach.
The attackers machine-gunned the vehicle after it crossed from the Republic of Congo into Angola's oil-rich territory of Cabinda.
Rebels who have been fighting for the region's independence later said they had carried out the attack.
The Angolan government called the incident an "act of terrorism".
Togo had been due to play their first cup game in Cabinda on Monday, but will now fly home on the presidential plane which is being sent to collect them.
The Ghanaian team was also said to be considering pulling out.
The BBC sports correspondent says Togo's decision to withdraw is a crushing blow for the Angolan hosts, who hoped the tournament would show how far their country had progressed since the end of the civil war.
The tournament's organisers, the Confederation of African Football (CAF), said the team should have travelled by air rather than road.

Bandar Seri Begawan - Brunei is set to have another shopping centre with the completion of the $28.8 million Times Square Shopping and Entertainment Complex near the Brunei International Airport some time in June or July this year.
James Pui, the property consultant, said that one of the aims of developing the entity was to create a better shopping environment for consumers.
"We want to attract families to come to the Times Square, because not only will there be restaurants and (commercial shops), but there will also be a 16,000 sq feet indoor playground to entertain patrons of all age groups," he said, adding that fees charged for entrance to the playground will be minimal.
"Our main target is to make Times Square family-oriented, where it can be a place for families to spend more time together," he told The Brunei Times.
Some of the occupants that have already confirmed their tenancy are foreign department stores and supermarkets, apart from local commercial businesses.
There are about 60 commercial units occupying the ground floor up to the third floor of the building.
According to Pui, they already have a confirmed occupancy rate of 85 per cent, even when the building is still under construction.
"Each of the units range from 500 to 1,000 sq feet in size. However, we only rent the units to tenants, instead of selling them," he said.
Pui said that there would not be a cineplex at Times Square, as its property management believed that having a cinema would not provide much interaction for consumers, compared to other services and attractions they would be offering.
In terms of the number of car parks available, Pui said that there were not only car park spaces available for consumers around the perimeter of the building, but an additional 120 car park spaces built on the third floor.
"The number of parking spaces may not be enough, although it is sufficient, according to the Town and Country Planning Department. But consumers will be able to park across the street where there are rows of shop lots. As most of the shop lots are occupied by offices, consumers can park there after 5pm on Mondays to Fridays and anytime on weekends," he said.
Another feature that Times Square will have is a hotel with 115 rooms, located on the third floor.
Pui said that opening the hotel was one way to "play a small part in attracting tourism" to the Sultanate.

"We are located very near the airport, and we hope that transit passengers would come to Times Square and spend their time there. They can also stay at the hotel, as rates are going to be (relatively) low, below $100 per night," he said, adding that there are plans to provide transport for transit passengers to and from the airport to the complex.
Pui said: "There are two points of entrance and exit points from two roads: One from the Youth and Welfare Sports Complex and the other from main road from Berakas leading to the airport." He added that the access roads are in accordance with regulations of the Town and Country Planning Department.
Pui said that all shop units will be required to use energy saving lightbulbs, as a way to promote green energy consumption. The rest of the building will be fully air-conditioned.
Times Square is owned by two local businessmen, and Pui said that no foreign investments have been made in the complex.

BANDAR SERI BEGAWAN
Wednesday, January 6, 2010 PHASE One of the Bandar Seri Begawan (BSB) Waterfront is expected to be completed by August and businesses can expect to be in operation by the end of the year if everything goes smoothly, the head of the BSB Municipal Projects office yesterday said.
Pg Junaidi Pg Hj Bakar during a telephone interview with The Brunei Times said the first phase is like a litmus test for the municipal board to gauge the public's reaction.
"We want to see how successful it is through the public's opinion as we can see if we have met their expectations," Pg Junaidi explained.
The board is still looking into the response of retailers. The officer said that this is one of the many waterfront projects the government is undertaking and it is a "very small area", so a lot of people are interested in the space.
He said there are a lot of enquiries, but some may be turned down because not everyone will be suitable for the waterfront.
"There are a variety of things we have to consider. It's a committee which will decide later on and we all want to make the area as lively and as vibrant as possible," said Pg Junaidi.
He stressed that the area will be a public place and multifunctional, with some kiosks mobile while some permanent. As they want the waterfront to be used for certain occasions, ceremonies and events, some kiosks will have to be moved around temporarily.
"If we just fill up the whole place, there won't be space for any other activities. This destination will have food and beverage (F&B) outlets, but we want exhibition spaces, jogging for the public or maybe some who just want to enjoy and wait for the sunset. We are catering to all these things and F&B is just one of them. Again, a lot are interested, but we have to find suitable people for the place. The main function is to serve the public," he said.
Pg Junaidi said some vendors will not qualify because they want tenants which can offer a variety of food in an alfresco area. He added that there will be local delicacies, but visitors can also enjoy a fine-dining experience.
"A Clarke Quay style (riverside quay in Singapore) which is fully regulated, clean with all the aspects of modern and urban living," he said.
The officer said Phase Two will offer visitors different scenes, concepts and a variety of experience.
"Every waterfront has its own unique character, but they will be connected in some ... way," said Pg Junaidi, adding that some other areas include the river going towards Menglait and also Jalan Residency.
It was reported last month that the board invited parties to register or express interest in renting space on the BSB Waterfront Phase 1, particularly the operation of outdoor cafes.
The cafes are envisioned to serve light snacks with alfresco style seating provided by the Municipal Board.
Pg Junaidi said the project, which is in the second stage of three stages, was being closely monitored and so far they were on track for completion.
The final stage of the development will involve management of the promenade and the calling for operators to run the businesses.
The promenade is expected to not only boast cafes and shops but also play host to exhibitions, public functions and temporary stalls.
Brunei Tourism Board Chief Executive Sheikh Jamaluddin Sheikh Mohamed previously said he hoped to see the Old Bandar Wharf gain an increase in activity with traditional boat races or kite-flying competitions.
There has been an increase of waterfront developments in the capital, with two other major projects being developed at the Silver Jubilee Park opposite Sultan Omar Ali Saifuddien College and in Gadong, across from the fish market. The Brunei Times

Nothing succeeds like fake goods business

So....I didn't know there's even a imitation Pen Drive available? I didn't know that. That's explains why I get the 16GB Pen Drive for 50$plus. AT least they perform OK. I don't mine at all.
The only thing that I won't buy fake is car engine parts.kalau Baju, Bag,PC stuff, CDs- I don't mind getting the fake version.
Quote
ANY shops in Brunei are still finding more lucrative business in selling imitation products compared to selling original goods, as shop operators said that the public would often choose to purchase something that is cheap rather than pay more for quality.
In one of the busier commercial areas of the Sultanate, a large array of imitation well known toys, computer brands, clothing apparel and sporting goods are available for sale.
A particular car accessories shop was found to have stocks of imitation Ambi Pur perfume refills which were sold at a significant lower price than the original.
A salesperson, who opted for anonymity, said that the refills are quite popular among their customers even when they have been told that these were fake and of lower quality.
"We sell both the original and fake refills. We will always tell them that the fake ones do not last as long and do not smell as good, but they don't really care. They will still buy a lot of these in bulk," she said.
The same case was observed at a computer accessories store located in the same area. Shop manager, Dina (not her real name), said that the shop sells a wide range of imitation goods, ranging from pen drives and memory sticks to keyboards, mice and software.
"We started off by selling original stuff, but they were not popular. We then brought in some cheap but fashionable and trendy mice and mousepads and they went off the shelves very quickly, at that point we decided to bring in more of these cheaper imitation goods," she said.
She also showed a number of imitation pendrives branded with names such as Kingston, Sony and Razer.
"These brandnames are just decoration. The pendrives are from China and they work as well as the original ones but cost a lot less. So many people will still prefer to buy these most of the time," she said.
Pricing was also the reason which persuaded Dave, a Form five basketball enthusiast, to buy two pairs of imitation basketball shoes from a local sporting goods store earlier this year.
"The shoes were very cheap and I was on a budget. I could choose to buy two pairs of imitation ones or only a pair of something original," said the student who is currently waiting for his Form Five school examination results, adding that both shoes he bought were replicas of well known Adidas sneakers worn by players from the National Basketball Association (NBA).
He said that the shopkeepers had told him that the shoe was fake but he did not really care because the shoes looked exactly like the original.
"I loved them because no one could tell the difference, they were really comfortable as well," said Dave.
The only problem with the shoes, however was that he had sprained his ankle twice while playing basketball.
"I don't know if I can put all the blame on the shoes, but I have since sold one pair and kept the other only for casual wear," he said.
The salesperson at the outlet at which Dave had bought his shoes said that it was a well known fact that there are many imitation sports equipment, capable of posing as the real thing, circulating in Brunei's market.
"They look and feel the same. The only thing is that maybe the original ones are better built with better materials and have more padding for comfort," said the salesperson who declined to be named for job security reasons.
Kristal, a secretary for a trading company, said that imitation handbags, wallets and belts are widely available at "almost all" clothing shops in Brunei.
"These imitations are very hard to differentiate for people like you and me...the only reason we know they are fake is because of their cheap price tags," she said.
She said that she would avoid buying such products no matter how cheap or how similar they are to the original.
"We have to respect the brands and their manufacturers," she added.

SEVERAL residents of Mukim Berakas 'A' have expressed concern over the number of break-ins that have occurred in their neighbourhood over the years and have urged the authorities to tighten security around the area.
Dk Fitriah Pg Hj Abu Bakar, a resident of Kg Delima Satu, said that her house had been broken into three times already since she and her family moved in 10 years ago, and feared that this trend would continue if nothing is done to combat the problem.
"This has got to stop. We've had security systems and burglar-proof windows installed but they still managed to get in. Last year, they smashed our kitchen door. We can't rest easy until the crime problems here are solved."
"Every case we've had over the decade had been investigated by the relevant law-enforcement agency, but we haven't heard any news on the identity of the felon, and none of our stolen items have been recovered. It makes me wonder how reliable our police force is in this area," she lamented.
"I hope the authorities could do something about this, perhaps organise a neighbourhood watch in our area could reduce the crime rate. In that way, we can all live peacefully and not worry so much, especially during the night."
A resident living in Madang who only wished to be named Jack, just recently had his compressor (car wash equipment), which was usually chained in his open garage, stolen.
"Just when we thought that living close to the main road is safe," he said. "It rained heavily that night and we were all asleep at home (when it happened). The next day it was gone."
He went on to say that investigation has been carried out by the police. He is currently tightening security around his house by reinforcing the gate and is planning to keep a dog to watch over his home.
"Dogs would have been the best solution for home security for me, as security alarms can fail easily and are useless when we sleep at night anyway," said the father of three, urging others in his neighbourhood to heighten the security at their homes as well.
"I do hope that the police could keep a constant watch in our neighbourhood, especially during the holiday season when people are away from their homes. These criminals need to be nabbed and put into jail where they really belong," he added.
Nordiyanah Hj Amir, a resident in a bungalow in Kg Anggerek Desa, said that she heard cases of break-ins from her neighbours quite often, and saw that the burglars have been more attracted to the big luxury houses.
"Though there hasn't been any break-ins happen on my house, there have been frequent cases occurred at several of my neighbours' homes. I even witnessed a burglar on my neighbour's roof making a quick getaway, in broad daylight!"
"Ever since then, we became so worried we've had our doors and windows reinforced with grills to prevent unwanted burglary," she said.
"Even belongings placed outside the house can also be stolen easily, so we have to take heed by keeping them indoors," she added.
"I believe that public participation is perhaps a stronger solution in curbing the crime rate in our area. The police can't do it alone and they also seek our cooperation," said Ak Kamal Ghadafi Pg Hj Suhaimi, a resident of Kg Sungai Akar who has experienced two break-ins at his home.
His car was stolen from his home last October after a break-in, but was immediately recovered thanks to the help of the police Criminal Investigation Department (CID). Unfortunately, the thief was never caught.
"A neighbourhood watch programme would be a great idea and it should be introduced in our area which is currently in a worrying state. I'm sure the young people here can be very reliable in keeping an eye out on things, or even catch the burglars," said the 29-year-old.
"As Serusop has become more developed with mushrooming businesses, the crime rate here seems to be going up as well," Said Faiz Mangsor, a resident in Kg Manggis 2.
"Even parking my car at the Serusop Mosque is not safe anymore, as I've heard incidents where people had their car windows smashed and belongings inside the car were stolen," he added.
"We could seriously use more police officers patrolling the neighbourhood and keep a watchful eye on suspicious activities."
In a statement issued to The Brunei Times earlier, the RBPF said that they have been conducting regular patrols this month and have coordinated several joint operations with other government law-enforcement agencies in all four districts.
People should inform their neighbours if they are going on holiday and ask them to keep a watch over their house in case there is any suspicious activity.
"Asking friends or relatives to stay at your house is also good idea," the statement said.
The police also advised the public to make sure their homes are well-secured and that proper lighting is in place before they go on vacation. "People should never leave door keys hidden near the entrance to the home or in a place that is easily accessible to anyone," it added.
They also urged the public to be cautious and vigilant during the long holiday weekend in order to prevent crimes such as theft and home burglaries. The safety and security of the people is our highest priority," they said.
If anyone witnesses any suspicious individuals or activities, they should report it to the nearest police station or call the police hotline 993. The Brunei Times

Pregnant Bruneian Drug Mule Puts Her Unborn Child at Risk

`Internal' Drug Smuggler Caught In Australia
Bandar Seri Begawan - The Narcotics Control Bureau (NCB) is warning the public that the modus operandi to lure Bruneians into becoming drug mules has now changed dramatically whereby the drug mule swallows the drugs. Previously, the drugs were only concealed inside their luggage.
The NCB responded to the Bulletin's inquiry yesterday following a news article from Gold Coast News where another Bruneian national, a 41-yearold pregnant woman was arrested several days ago in Australia.
She has risked her unborn child's life trying to smuggle swallowed packages of high grade heroin into the Gold Coast Airport.
"Such trend is something new for local Bruneians. But in other countries, it has been commonly used," the Bureau pointed out.
The Gold Coast News reported on December 19, that it is the first time an 'internal' drug smuggler has been caught at the airport. She arrived at the Coolangatta airport on a low cost airline from Kuala Lumpur International Airport.
Meanwhile Australia's Broadcasting Corporation reported that the woman had concealed around 170 grammes of a substance thought to be heroin inside her body, and another 300 grammes in her clothing.
The attempt was believed to have been orchestrated by an international drug cartel and the arrest is being seen as a major coup. Pregnant women have become popular choices for drug mules as they are more likely to evade routine screening procedures.
The Gold Coast News also added that she is believed to have swallowed packages of heroin and hidden other packages internally, risking not only her own life but also the life of her unborn baby. She is now in a critical condition in the intensive care unit at Robina Hospital. It was a high-risk operation, with the Asian country known for its hard-line stance on traffickers.
After passing through the Malaysian checkpoints, the woman was intercepted by Gold Coast Customs officials on arrival before being interrogated by Australian Federal Police officers.
The Gold Coast Bulletin has been told that the woman was taken to Robina Hospital where sources confirmed that she has remained under police guard while the drugs are recovered. The woman is expected to be charged with major trafficking offences.
Medical experts say that smuggling drugs internally is 'highly dangerous' and any leakage would be potentially fatal. The use of such 'internal drug mules' is favoured as the drugs are more difficult to detect.
In May this year, a 29-year-old Bruneian woman also faced charges in an Australian court for allegedly smuggling around two kilos of heroin to that country. The suspect reportedly also flew in from Kuala Lumpur.
The Brunei woman was charged with importing two kilos of heroin, which is regarded as a marketable quantity of a border controlled drug and may face a maximum penalty of 25 years imprisonment and/or a fine. Her case has been transferred to the Australian Federal Police.
The suspect was duly brought before the Sydney Central Local Court, charged with importing approximately two kilos of heroin into Australia. Australian Customs and Border Protection officers at Sydney International Airport stopped the woman and searched her baggage after she arrived on a flight from Kuala Lumpur.
An X-ray scan of the woman's luggage revealed an image consistent with a possible concealment.
Further investigations discovered a package of white powder concealed within the base of her luggage.
The report said the presumptive testing of the powder indicated a positive result for heroin.-- Courtesy of Borneo Bulletin

The Ministry of Education should provide strict rules for promoting and appointing senior masters/mistresses, assistants and deputies.
I am a local Senior Education Officer working in a government secondary school. My colleagues and I have been very surprised with how some junior teachers have been appointed to senior posts at the school through favouritism of the administration.
It is frustrating to note that this is happening in schools where there are enough experienced and dedicated senior staff. But it is very clear to everyone what the "main criteria" is for these appointments.
Some of the junior staff have not even completed a few years of service. One of them, who seems to be favoured by the administration, has been given an Assistant Senior Master/Mistress post for the next academic year.
It is hoped that the Ministry will take some positive action and provide professional guidelines so that the dignity of the system can be maintained.

Jerudong Park Bringing Back The Cheers

Bandar Seri Begawan - Brunei Darussalam's famed US644-million-dollar amusement park - Jerudong Park Playground - has attracted close to 6,000 visitors on its first night after relaunching the`free admission' on December 12.
This was revealed by Russell Finney, the Jerudong Park Country Club (JPCC) General Manager yesterday during an interview with the Bulletin.
"The response was gratifying!" said the general manager before adding that the reason behind the strong numbers was due to the new ticketing system, as well as the RTB Appreciation dinner, which was held at the Jerudong Amphitheatre the same evening.
"Possibly the last time the park hit numbers like that was two years ago during New Year's Eve celebration. The Jerudong Amphitheatre itself has attracted some 2,500 visitors that night," he exclaimed.
Through his observation, the park was predominantly visited by families with children. "It couldn't be more well scripted and the crowds were full of enthusiasm," he said in excitement.
"Saturday night was strong, and the response the next day was at 2,800 visitors! Which is once again strong figures. But we have to take into account that it is the school holidays," he added.
Previously visitors were charged $2 per ride and entry to access the Musical Fountain but now, with JP introducing a new multi-ride ticketing system, visitors can buy tickets for five rides at $8 and eight rides at $10.
Now, admission to the park is free. An $8 family ticket will get access for five rides, while a $10 family ticket for eight rides.
But the question on everybody's mind remains, will that be enough to pull back visitors to the park and once again become the `Gadong of Jerudong'?
"Yes we can!" answered Mr Finney, adding: "Only if we generate strong numbers. Gadong is a gathering meeting point for Bruneians. Half the night is spent finding a car park. But then again the traffic congestions there are considered part of a 'ritual' of a night out!" he remarked.
"Jerudong Park can hit in the direction based on its 'crowd pulling' popularity with the variety of food courts, playground rides and local acts at the Jerudong Amphitheatre. It comes with a package and I don't see no reason why," explained the general manager
He further explained to the Bulletin, "If we have more rides, are we going to attract more people? Yes it would.
"If we have to charge a fair and reasonable price to people to have more rides (bearing in mind big rides are a financial liability and it costs millions of dollars to purchase), will that attract more visitors? It wouldn't."
The cost does not stop at the purchase; it would continue to escalate with a large amount going to maintenance.
"It all goes back to the dollar. To be the Gadong of Jerudong', we (JPCC management) have to keep the prices (for big rides) within what Bruneians are prepared to spend.
"If we can maintain a number of 3,000 visitors on peak nights, we can have the effect but we have to wait for time to actually prove it," he added. Furthermore, with these figures, the playground will achieve an equal level of importance in the "social and community aspect".
There are already alternatives for a brighter future of the playground with plans of building the largest mini-golf course in the region and a state-of-the-art ice-skating ring. However, the management of JP is waiting for the final nod of approval from the authorities.
Meanwhile, with the renovation of the simulator area into a mini-amphitheatre, local acts such as A Band Once, IMTS and Epic Frequency have pulled considerable numbers of visitors to the playground.
"A Band Once was actually our first performers there and they attracted close to 200 of their fans during the show," said the general manager.
"We look forward to performing at the mini-amphitheatre early next year. This would be our third performance there and we feel honoured to be invited to play anytime," one of the band members of the local music group, Syafiq.
"Personally, I think the area is very well set-up with excellent lighting and with improved sound system," he added.
Beginning in 2010, the management of JP will hold a `Family Concert Night' every second Saturday consistently throughout the year with the next performance scheduled to be held sometime in January.
Among the rides offered by the playground are the Shooting Gallery, Caterpillar, Junior Skydiver, Orbiter, Bumpercars, Junior Pirate Ship, the Carousel, Paddle Boat and Supa Karts Formula 1. On top of that, the Musical Fountain is also one of the main attractions for patrons of the playground.
People can also take a brisk walk around the park with clean and beautiful gardens to look at and the great specimens of trees and flora and fauna.
Its opening hours are from 4pm to 10.30pm on Wednesday, Thursday and Sundays and 2pm to midnight on Fridays and Saturday. For the school holidays, it will be open seven days a week.
At present, JP Playground has 60 crew operating each day out of which 37 are locals, in order to maintain the comfort and security of its visitors.
"Come along to the park, enjoy yourself, bring your kids, and have a fun time," said the general manager.-- Courtesy of Borneo Bulletin

Bandar Seri Begawan - The new Brunei ferry MV Shuttle Hope arrived at the Serasa Ferry Terminal yesterday morning from Osaka, Japan.
The arrival of the ferry marks the impending start of the first Muara-Menumbok service, one of the flagship projects under the Memorandum of Understanding (MoU) on Establising, Promoting Efficient and Intergrated Sea Jineages between the governments of Bimp-Eaga, the acronym for Brunei Darussalam, Indonesia, Malaysia, Philippines-East Asean Growth Area.
On hand to welcome and to oversee the blessing of the ferry in a Tepung Tawar ceremony was Ministry of Communications Acting Permanent Secretary Hj Mahmud Hj Mohd Daud, accompanied by other senior officers from the ministry, the Ports Department, the Marine Department and other relevant government agencies.
After sprinkling the bunga rampai (a fragrant mixture of shredded flowers and pandan leaves) typically used in Tepung Tawar ceremonies to bless vehicles, the Surah Al-Fatihah was recited followed by a doa selantat (thanksgiving prayer) by an invited Ustaz.
Hj Mahmud was later taken on a tour of the ferry's facilities. Refreshments were served on board while the ferry cruised around Brunei Bay.
MV Shuttle Hope is owned and operated by local Brunei company PKJ Jaya Sdn Bhd, which was awarded the project for the Muara-Menumbok Service through public tender.
According to a press release handed out at the event, the project is one of the projects under the National Development Plan at a cost of $1.7 million, alongside other facilities such as portacabins, cabin booths, public toilets, carparks, weighbridge and parking spaces for government staff including the Immigration Department, the Royal Brunei Police Force, Ministry of Health, Royal Customs and Excise Department and the Fisheries Department.
The ferry has the capacity to carry 200 passengers and nine crew as well as 45 cars at a full speed of 15 knots.
There are two seating classes for passengers and the ferry is equipped with 224 life jackets for adults and 20 for children and seven buoys as well as eight inflatable rafts, each capable of carrying 25 people as well as a five "rigid floatation devices" (lifeboats) each capable of carrying 22 people.
The much-anticipated Muara-Menumbok ferry service is scheduled to be fully operational early next year following a meeting in January to finalise details, such as the fares.
With the new service, the journey to the northern capital of Kota Kinabalu in Sabah, which currently takes between seven and 13 hours by mad, depending on the time of year the journey is made, is expected to be reduced to 150 minutes.
The direct service will also avoid the current hassle when driving to Kota Kinabalu of having to make several stops at Immigration posts in Brunei and Sarawak.
MV Shuttle Hope will be making its trial run to Menumbok on Monday, with officers from the Port Department as well as other agencies on board.

New Vehicle Ferry Service From Muara To Menumbok
Bandar Seri Begawan - The 'MV Shuttle Hope', Brunei's new vehicle ferry arrived yesterday at the new Vehicle Ferry Terminal in Serasa from Miri for the Muara to Menumbok service.
Once the new ferry goes operational for the public, this much-anticipated facility for local travellers and motorists will cut down travel time between Brunei and Kota Kinabalu from eight hours to just under three, depending on fair winds and calm seas.
The arrival of the ferry marks the impending launch of the Muara to Menumbok service, which is one of the flagship projects under the Brunei-Indonesia-MalaysiaPhilippines East Asean Growth Area (BIMP-EAGA) that was established through a Memorandum of Understanding between the four BIMP-EAGA governments on what it called 'establishing and promoting efficient and integrated sea linkages'. The ferry is expected to make its trial run to Menumbok, Sabah sometime next week.
The MV Shuttle Hope is owned by a local company, PKL Jaya Sdn Bhd, which was awarded the project for the Muara to Menumbok service through public tender. Built in Osaka, Japan, the ferry can carry 200 passengers and 45 saloon cars at a cruising speed of 15 knots.
"Once fully operational, the ferry will operate a daily service from Serasa to Menumbok," said Mr Ang Kian Guan, Director of Ports Department. He added that the technical test on the ferry would be made on December 14.
"Another ferry service is also set to operate from Serasa to Labuan and vice versa, however, the service is still waiting for interested operators," he went on to say, adding: "The Labuan Ferry Terminal is also still being constructed and is expected to be completed by next year."
Asked how much per vehicle would be charged, the vessel owner said that the government authorities concerned would decide the fare. "We just operate the ferry and everything else including when the ferry starts its service depends on the government. This is because it involves other countries and everything has to be clearly processed," he explained. "The most important thing now is that we have the ferry and we are ready to go."
For the convenience of the passengers the facilities available on the ferry includes a fully air-conditioned canteen and the ship is also environment friendly. Manned by a nine member crew and a captain - Nurniwan - the ferry has a Lloyd's registered anti-pollution engine called the EIAPP, highlighted the ferry, owner, and that it has one of the highest passenger safety measures, including safety and fire control equipment. When asked further the frequency of its expected daily shuttle service, the owner replied: "We want four times but we have to wait for the answer from the authorities."
The cruise from Serasa to Menumbok takes about two and a half hours. The newly established sea linkages offers a second alternative for travellers to Sabah and Brunei. It is hoped to benefit local frequent travellers to Sabah a faster travelling time whilst, at the same time, reduce the frequent immigration stops that road travellers are subjected to. The road journey from Menumbok to Kota Kinabalu takes about another hour.
The new 1.7 million dollar Serasa Vehicle Ferry Terminal project comes with facilities such as cabin booths, public toilets, car parking, weighbridge and staff parking for government agencies operating the terminal.
The Malay custom of sprinkling scented flowers was made by the Acting Permanent Secretary at the Ministry of Communications, Awg Hj Mahmud Hj Daud. Also present at the ceremony were senior officers from the Ministry of Communications, the Ports Department, the Marine Department and other government agencies.-- Courtesy of Borneo Bulletin

Bandar Seri Begawan - The third witness in the trial of a man charged with reckless driving death took the stand before the Magistrates Court yesterday and testified that the defendant had told him he had fallen asleep at the wheel just before smash.
The defendant, Fahmi Hazmi Hazlami Asli, is charged with reckless or dangerous driving that caused the death of Hj Jumuin Hj Mokti and Dyg Norliana Azimah Hj Jumuin. If found guilty, he faces a fine of $20,000 and seven years imprisonment.
In the accident, Fahmi's red Nissan Silvia veered out of control while rounding a curb at the T-junction on Jln Pasir Berakas on March 6, 2007. His car landed on top of a Toyota Corolla, with Hj Jumuin and Dyg Norliana inside.
Hj Abdul Kahar Hj Takong , Station Commander of the Fire and Rescue Department in Lambak Kanan, told the court that on the day of the accident he was on his way home when he received a radio call at 12.35pm from the Fire Department. He was asked to investigate an accident involving two cars at the junction.
He explained to the court that passengers in the Toyota Corolla had already been taken to hospital by ambulance and members of the public.
He also saw a man standing in the middle of the barrier that separates the traffic, and asked him who was the driver of the Red Nissan Silvia. The man replied that he was, Hj Abdul Kahar told the court.
investigated the vehicles and told fire personnel to take down the drivers name and condition of the car and to prepare a stand-by hose to avoid the car from catching fire if there is a spark," he said.
When he further questioned the man on how his car had landed on top of the Toyota Corolla, the Station Commander said, the man replied, "Entah tertidur ku", which loosely translates as "I don't know, I fell asleep".
However, during cross-examination by Defence Counsel Sheikh Nordin Mohd, Hj Abdul Kahar said he could not remember or confirm whether the man he met on the day of the accident was indeed the defendant involved in the accident.
The second witness to testify before the Magistrates Court yesterday was an Inspector from Berakas Police Station who was assigned to investigate and report the accident At the time, he was the officer in charge of traffic and crime investigations. The prosecution declined to tell The Brunei Times the officer's name.
The officer told the court that he received a call at 12.30pm from another police officer 'donning him of the accident, to which several officers were dispatched to the scene.
The officer said that by 1pm that day, upon receiving new information from his officers that there would be "fatalities", he headed to the Raja Isteri Pengiran Anak Saleha (Ripas) Hospital in the capital. At the Accident and Emergency Unit, a doctor told the inspector that there were two bodies that were believed to be the victims from the Toyota Corolla, the officer told the court.
"The doctor showed me the body of Hj Jumuin Hj Mokti and informed me that this was the driver involved in the accident I then instructed PCS Mawi to take photographs," he said, adding that the same procedure followed for Dyg Norliana Azimah Hj Jumuin.
The inspector said that he was told by health officials about another victim, Hazmi Hj Jumuin, who was sitting in the rear seat of the Toyota Corolla Hazmi had sustained head injuries and was being treated at Ripas, he added.
The inspector said that he also inspected the scene of the accident. where measurements, photographs and statements were taken at the scene of the accident to be included in a police report The trial continues today.-- Courtesy of The Brunei Times

Bandar Seri Begawan - A Local man caught smuggling 995.72 grammes of heroin into Tianjin, the People's Republic of China has been sentenced to life imprisonment by the Second Intermediate People's court of Tianjin on November 6, 2009.
According to the Narcotics Control Bureau, the 29-year-old Bruneian was detained by the Chinese Anti-Smuggling Bureau, Tianjin Customs, after arriving at the Binhai International Airport on June 23. He arrived on AirAsia Flight D72612 from Kuala Lumpur, Malaysia trying to smuggle in the heroin.
A search yielded around 995.72 grammes hidden inside the lining of a bag.
This is the second such case that a local was sentenced to life imprisonment in China for trying to smuggle in Heroin.
The first case was reported earlier this year when a 26-year-old Bruneian woman was sentenced to life imprisonment by the Shanghai Intermediate People's Court of the Republic's People of China for trying to smuggle 894.05 grammes of heroin into the country. The small packet, containing heroin, was also uncovered inside the lining of a bag carried by the Bruneian woman.
She has since pleaded her innocence to the Chinese authorities and the people of Brunei however she is still serving her sentence in the Chinese Prison.
Both cases are believed to be a victim of an international syndicate, which convince people into becoming drug mules by using various tricks and tactics through Internet chat and e-mails. The syndicate apparently made contact with them in Malaysia.
Meanwhile, another case involving a Bruneian caught in Sydney, Australia also for smuggling drugs is currently still under investigation by the Australian Authorities.
The Narcotics Control Bureau has again reminded members of the public, especially parents, to care for their children so that they will not easily turn to strangers who will deceive them with promises of work and trips to overseas destinations.
The public should report any suspicious activities relating to drugs to the bureau via hotline 2448877 during office hours and 8777444 after hours

This is what happened in the dialysis unit in Suri Seri Begawan Hospital about two weeks ago.
An elderly Malaysian Chinese was having his dialysis. So he was resting as usual as it's a long process. There were no nurses patrolling the dialysis patients. Then unknown to the man his injected tube into his veins came off. Blood was spilling all over the floor, yet he was not aware. His face was getting pale yet no nurses appeared. He was saved by the patient in the next bed who kept pressing the bell many times. Finally the nurse came.
She slapped the patient hard several times to make sure whether he was alive before he woke up. Then the man drifted into a coma because of severe loss of blood. The family was very angry.
They said that:-
1.The dialysis was not free but there were no nurses patrolling about monitoring the patients. They are either talking or eating, those ladies.
2. The patient went into a coma and had to stay an extra day. This was the fault of the hospital but the patient was charged for extra day stay
3. Patient lost a lot of blood, so had to replace with three pints of blood by tranfusion,. Again since he was a foreigner he was charged for the blood transfusion although it was due to the negligence at the hospital. I think Suri Seri Begawan dialysis unit should do better. Same time we should rethink the current position of appointing people who are not doctors to be CEO.
This type of policy will work in UK, USA and maybe even Australia. But here since we appointed non-doctors to be CEO the medical standards have noticeably been falling.
Even the Minister will not know what to do. The doctors as hospital head used to enforce tough rules regarding visiting hours etc. Now with the CEO being just an administrator or civil servants who just work 8am-5pm, office hours, he/she was never there on weekends. The CEO never committed to come back at weekends to make rounds to see how things are going. Strict rules are not being maintained. Patient care is falling. Medical standards at the hospital are falling too. It is time for someone at the palace to take a hard look at all the major hospitals.

Era sets off for the South Pole
BY Fairuz HM | Nov 23rd, 2009 | Posted in Brunei in Action!, FIRST STORY, FOREIGN, LOCAL, Misc, News Highlight, Press Release, Variety.

Today the Kaspersky Lab Commonwealth Antarctic Team has set off for the South Pole. For the next 40 days, the intrepid team will ski six-to-ten hours a day unguided and unsupported pulling 80kg sledges loaded with food, fuel and equipment. The team will face blinding blizzards, winds reaching speeds in excess of 80mph, hidden crevasses and temperatures that plummet to -40C.
As the team skis past the polar ice cap's mountain passes and fields, they will experience 24-hour daylight, endless vistas, and intense solitude. They will not see any plant or animal life; only snow, ice, rock and sky.
The Kaspersky Lab Commonwealth Antarctic Expedition sees women from seven Commonwealth countries – Brunei Darussalam, Cyprus, India, Jamaica, New Zealand, Singapore and the United Kingdom – ski 900 kilometres to the Geographic South Pole. On reaching their target, the team members from Brunei, Cyprus and Jamaica will be the first person from their nation, male or female, to ski to the South Pole. Those from India, New Zealand and Singapore will be the first woman from their nation to make this symbolic and prestigious journey.
"Only a great team is capable of performing great deeds," said the representative of the Kaspersky Lab Commonwealth Antarctic Expedition. "Together with Kaspersky Lab we make an outstanding team and we believe our expedition will become one of the most eminent historical events ever! From the bottom of our hearts we'd like to thank Kaspersky Lab for being with us at the turning point of our lives and sharing our spirit of adventure!"
The expedition marks the 60th anniversary of the Commonwealth as well as demonstrating the potential for greater international understanding and exchange, and highlighting the achievements of women across the World.

Malay student's brave sushi venture
BY Ignatius Stephen | Nov 21st, 2009 | Posted in Borneo Bulletin, Business, Economy, LOCAL, News Highlight, SPECIAL.
Sailing against the tide when restaurants in Brunei are facing turbulent times, a young Bruneian has decided to defy the odds and open a Japanese Sushi eatery, the first and the only one, owned and operated here by a Bruneian Malay.

And it is run by a University Brunei student doing his final year in Public Policy and Administration.
The outlet, which 22-year-old Mohamad Syazwan Nordin has opened, is the Shinobu Sushi Restaurant in Abdul Razak Complex in Gadong that specialises in exotic offerings like Maki Barbeque, which is a chicken grill and a succulent dish called Roll Pop, made of mashed potato, salmon and prawns which looks like the Japanese version of satay.
The Chef Jusari Loquilleno is the man behind the unusual dishes and his mind is busy creating more varieties with which he hopes to please the Bruneian palette. But for vision and courage, you have to hand it to young Mohamad Syazwan.
Is he not worried to go against the adverse business trend now when other restaurants are battling hard times?

And what is more is that a Malay is running a Japanese Sushi joint? That is unheard of.
But Awang Mohamad, who has the full support of his family, is very hopeful.
"We are fully Brunei Malay owned and operated and we expect that being completely Halal can attract a lot of local people.
"Besides, our cuisine is unique. We also plan to introduce local food just to provide variety," he said.

Gang Kill Lonely Obese People, Sell Their Fat For Cosmetics [Fat Killers]

In a story that can only be described as made-up-but-not, police have busted a gang in Peru who targeted fat people on "lonely roads," killed them, extracted their fat and sold it, possibly to make anti-wrinkle treatments.
The extracted, liquidized fat sold for $15,000 a liter, report the BBC, and it apparently went to "European countries." Four people have been arrested and five, adds the journalist with a straight face, remain "at large." Some of those captured were carrying soft drinks bottles of human fat. To reiterate: bottles of human motherf***ing fat. One of them admitted that they'd been luring the chubby with fake job offers, then bumping them off, in the Huanaco and Pasco regions for up to three decades. Police estimate that they may be behind the disappearances of up to 60 people.

The gang has been referred to as the Pishtacos, after an ancient Peruvian legend of killers who attack people on lonely roads and murder them for their fat.
The genesis of this ancient legend is not so hard to trace. The last alleged murder happened in September. Before you get comfortable, and laugh at the people in Peru:Gen Felix Burga, head of Peru's police criminal division, said there were indications that "an international network trafficking human fat" was operating from Peru.
Stay off those lonely roads.http://world.brunei....cs-fat-killers/

Serial rapist thrown behind bars
By Ignatius Stephen
A serial rapist who made love by force in a boat in midstream Brunei River was yesterday sent to 20 years jail and ordered 12 strokes of the rattan by the Brunei High Court.
Mr Justice Dato Paduka Steven Chong in passing sentence also expressed dismay the way the police handled the case which resulted in 24-year-old Sumardey Bin Haji Jaidin, unemployed, being let lose to commit repeated rape on unsuspecting young females, one as young as a 14-year-old schoolgirl.
The judge said: "I find the manner in which this case was handled by the police officers responsible in the investigations very disturbing.
"It is difficult to understand why the defendant was not brought to court and charged with the rape of Miss Y immediately after his arrest on June 5, 2008, (or on the next day) when he had already admitted committing the offence to the police.
"Instead, he was released on police bail 'pending further investigations'.
"Incredibly, after committing the next offence of the rape of Miss Z on January 9, 2009 and admitting to this offence too, the defendant was still not charged in court but he was once again released on police bail for 'further investigations'.
"Thus, the defendant was able to go on to rape Miss X in September 2009 while he was on police bail for the rape of the earlier victims Miss Y and Miss Z.
"The defendant was first brought before the Magistrate's Court on September 5, 2009.
"The DPP Ms Tan says the police files relating to the four offences were only referred to the Public Prosecutor on that day and the Head of the Domestic Violence Unit was unable to offer any explanation for the delay and why the defendant was given police bail.
"On those facts it seems to me that the police officers handling the investigations in this case have failed in their duty to protect the public by not prosecuting the earlier offences promptly and by allowing the defendant bail when he had already admitted his guilt," the court added.
"I give full credit to the defendant for pleading guilty to all the charges at the first opportunity, which has spared the victims the ordeal of a trial.
I also take into account his age and clear record," Dato Steven Chon g said.
Sumardey pleaded guilty to four counts of rape involving three victims. The 1st and 2nd charges involved the same victim.
Pleading guilty Sumardey admitted all facts presented before the court in which the victims were refered to as Miss X, Miss Y and Miss Z.
DPP Karen Tan was for the Public Prosecutor. Sumardey was unrepresented.
Sumardey is 24 and lives at No 32, Kg Menunggul, the statement said. He is divorced with two children; a daughter aged four and a son who is two-and-a-half years old.
The children are being looked after by his ex-wife's father. At the time when the offence was committed, he was unemployed.
Miss X is currently 20 years old and has fourteen brothers and sisters. At the time of the incident, she was employed as a cashier with Soon Lee Mega Mart at Mile 1, JaIan Tutong.
Sumardey had known Miss X for about four months from a TIBIA game played using one's mobile phone.
From there, he obtained her name and contacted her via text messages.
On the September 1 this year, Miss X was dropped off at work by her father.
Her working hours were from 9.30am to 10pm. Sometime in the afternoon, Sumardey sent a text message to Miss X inviting her to break fast with him.
Miss X agreed as during the fasting month, her rest hour began from 5.45pm to 7.15pm to enable her to break her fast.
Miss X told Sumardey to meet her at Athirah Plaza in front of KFC Restaurant. This was the first time that Miss X and he met in person.
At about 6.28pm, Sumardey arrived at the agreed meeting point in his brother's car, one blue Chevrolet registration number KH1625.
He then invited Miss X to enter the car as he wished to take her to Bandar Seri Begawan to break fast. Miss X then went into the car which was driven by Sumardey's elder brother.
As the car approached Subok, Miss X enquired as to what was happening. Sumardey informed Miss X that as his brother had to work soon, they were being dropped off to enable him to obtain his car keys from home.
Miss X and Sumardey then approached the jetty where he then ferried Miss X and himself by boat to his house at Kg. Menunggul It was about 7 pm.
When they arrived at Kg. Menunggul, Sumardey informed Miss X that they had to walk some distance before reaching his house.
Whilst walking, he enquired as to Miss X's dating history. He also asked if Miss X was a virgin. Miss X then informed him that she indeed had a boyfriend and was a virgin.
During the journey to the Sumardey's house, Miss X noticed that the time was nearly 7.15 pm and asked him how much further they had to walk as she was late for work.
He informed her they still had a mile to walk and he further reassured her stating that he would explain to her supervisor.
When they arrived within the compound of Sumardey's house, he refused to enter stating that he would ask his nephew to bring his keys out to him. He then brought Miss X to a nearby hut ("pondok") where they rested.
After waiting, Sumardey's nephew still had not brought the keys out. At about 9 pm, while they were at the hut, he tried to touch her but she told him off.
At about 10 pm, he told her that he would send her back and they made their way to the boat.
On the journey to the jetty, he halted the boat in the middle of the river and asked her to engage in sexual intercourse with him.
She refused and informed him that if he tried anything, she would jump out of the boat.
He then grabbed her hand but she managed to push his hand away and screamed for help.
He then grabbed both her hands and tied it to her back using a rope that was in the boat. She then kicked him causing him to fall in the boat.
He then got up and punched her in her face.
She tried to fight him to release herself but as he was stronger than her, he overpowered her. He then mocked her and informed her that no one would hear her screams and help her.
Thereafter, he removed Miss X's pants and undergarments and proceeded to remove his pants and undergarments.
He then had sexual intercourse with her against her will in the boat.
After he had finished, he untied Miss X's hands.
He then instructed her to put on her clothes.
But instead of heading to Bandar Seri Begawan, he ferried himself and her back to his father's house at No. 38, Kg. Menunggul. She had no choice in the matter but to follow the defendant.
She followed him as he threatened not to send her home if she did not. He then ushered her to his father's bedroom where she spent the night.
He again asked Miss X to engage in sexual intercourse with him the next morning. She refused but he removed her pants and undergarments as well as his pants and undergarments.
She tried to put a struggle but was unable to as her body was still in pain from the previous rape and she was too weak to push him away.
After he had raped her the second time, he warned her not to report the matter to the police and told her that should he be imprisoned, he would go after her family. At about 1.17 pm, he decided to send her back.
When they arrived at the Kianggeh open market, he instructed her to wait for him there as he had to go to work. After waiting some time, she headed to the bus station in Bandar Seri Begawan and used a bus to return home.
Prior to her return, her father had filed a missing persons report at Limau Manis police station as Miss X did not return home the previous night.
Thereby, when she arrived home, her father brought her to the police station to notify the police that she had returned.
Whilst she was at the police station, she recounted her ordeal and preliminary investigations were conducted and thereafter the case was transferred to the Women and Children Abuse Unit.
On September 3, the police located Sumardey at his father's house at No. 38, Kg. Menunggul.
In the presence of the police, his father and the village headman, he confessed that he had indeed raped Miss X and punched her face and tied her hands with a rope.
Subsequent to his confession, he was arrested and detained for further investigations.
As part of police investigations, a medical examination conducted on Miss X on September 2, revealed that she had suffered a bruise on the right cheek near her lips. Sperm swabs taken from Miss X confirmed the presence of spermatozoa.
The police also conducted an ID parade on September 17, at the Central Police station whereby she positively identified the defendant as the man who had raped her once on the September 1 in a boat and again on September 2 in a bedroom of a house at Kg. Menunggul.
The defendant was brought before the Magistrate Court on September 5 whereby he was charged.
The third charge against Sumardey said that at the time of the offence, Miss Y was 14 years and four months old.
She was a Secondary 3 student at Sekolah Menengah Pengiran Anak Puteri Hajah Masna.
Sumardey was then 23 and unemployed.
He had known Miss Y for about three months via chatting on MSN.
On June 3, last year at about 4.30 pm, Miss Y was with her younger brother and they were headed to the convenience store at Jln 31, Spg 47, Perpindahan Lambak Kanan to meet with Sumardey as they had earlier arranged. This was the first time Miss Y met him.
At about 5 pm, he arrived by bus and headed to the agreed meeting point. At the convenience store, he bought drinks and an Easi recharge card for Miss Y.
He also bought a drink for Miss Y's brother and thereafter told Miss Y's younger brother to head home. After that, he brought Miss Y to the top of a hill near Jln 31, Spg 29, Perpindahan Lambok Kanan.
When they arrived at the top of the hill, Miss Y saw that it was a quiet area. There were some wooden planks on the ground on which he then sat on.
He asked Miss Y to sit with him but she refused. He then got up from where he sat and stood next to her. Thereafter, he removed her pants and undergarments and his pants and undergarments.
This caused Miss Y to cry as she was scared by his actions.
He then had sexual intercourse with her without her consent. She was in pain and screamed but no one came to her rescue as it was a quiet area. Her hands were also pinned down by him. She cried and asked him to stop but he ignored her pleas.
After he had finished, he put on his clothes and left her. Miss Y in a tearful state also put on her clothes and walked down the hill. She returned to her house and did not tell anyone what had happened to her as she was scared.
The following day, June 4, 2008, Miss Y went to school as usual. She requested her teacher, Cikgu Rafidah not to perform any exerting exercise during the classes later. When her teacher enquired as to the reason in private, Miss Y informed her that she had been raped by Sumardey the previous day and that her body was in pain.
Cikgu Rafidah then brought her to the principal's office where the story of the incident was repeated and Miss Y's parents were contacted. After her parents were informed, they brought her to Berakas police station where they reported the rape incident that same day.
A medical examination conducted on Miss Y on June 4 revealed that she had mild abrasion on her back and her hymen was not intact.
Investigations conducted by the police led to the Sumardey's arrest on June 5, 2008. He admitted to the rape of Miss Y to the police but was released on police bail pending further investigations.
At the time of the fourth rape incident, Miss Z was 20 years old and employed in Ideal Café in Bandar Seri Begawan.
He was then 23 and had known Miss Z for about a week from MSN chatting.
On January 8, 2009 at about 3.30 pm, Sumardey went to Miss Z's workplace and persuaded her to go out with him. This was the first time that Miss Z had met the defendant.
He and Miss Z then boarded a bus at the Central Bus Station and headed to his sister's house at Kg. Rambai.
As it was getting late, Miss Z became worried and asked him when he would send her back home.
He replied that he did not have a car as his brother had used the car to go to Kuala Belait and persuaded her to spend the night.
Miss Z and he then laid on the mattress in the dark until she fell asleep. Sometime in the early hours of January 9, 2009, he removed Miss Z's pants and undergarments and had sexual intercourse without her consent. Miss Z was scared and began to cry. After he had finished, Miss Z put on her clothes.
In the morning of January 9, 2009, he sent her back to Bandar Seri Begawan.
She only filed a report at the police station regarding the rape incident on January 14 2009 as she was scared of the defendant. The defendant had threatened to come after her boyfriend with a parang if she mentioned it to anyone.
Investigations by the police led to the arrest of Sumardey whereby he admitted to having sexual intercourse with Miss Z against her will.
Sumardey was again released on police bail whilst further investigations were conducted.
On record, the defendant has no previous convictions, the court remarked.
But the facts of this case clearly showed that the offender was a dangerous serial rapist who preyed upon naive young women. The overriding consideration by the Court must be in the interest of the public.
"Women must be protected from the defendant and those who are likeminded. They are not likely to be protected if a lenient sentence is imposed.
A severe sentence is necessary in order to have a deterrent effect and so the court sentenced him to 20 years and 12 strokes."
The Judge added: "In my judgment that sentence, even though it is undoubtedly severe, is neither excessive nor crushing having regard to the overall seriousness of the offences and is fully deserved.
"But even if the defendant feels crushed by the sentence, in my view, it is necessary to protect the community."

The world's tallest man - who also has the largest hands and feet - has been named by Guinness World Records for the launch of its 2010 book.
At 8ft 1in (2.47m), Sultan Kosen, from Turkey, is about 4in (10cm) taller than previous title-holder Bao Xishun.
The 27-year-old's hands measure 10.8in (27.5cm) and his feet 14.3in (36.5cm).
Mr Kosen, whose height is due to the medical condition pituitary gigantism, said he hoped his new-found fame would bring him love for the first time.
"The first thing I want to do is have a car that I can fit in, but more than that I want to get married," he said.
"Up until now it's been really difficult to find a girlfriend. I've never had one, they were usually scared of me. I'm hoping now I will find one."
He went on: "Hopefully now that I'm famous I'll be able to meet lots of girls. I'd like to get married."
One of the difficulties of being so tall is getting clothes which fit and Mr Kosen wore a specially-made suit to meet journalists, which was one of the first outfits he has owned that is the right size.
He also had to have a three-metre-long bed made.
Mr Kosen said: "The most difficult things are, for example, that I can't fit into a normal car. When I get into a car, it's a really tight fit.
"I can't go shopping like normal people, I have to have things made specially and sometimes they aren't always as fashionable.
"The other thing is that ceilings are low and I have to bend down through doorways."
But his height does have its upsides.
He said: "The good thing about being so tall is that I can see people from a long distance. The other thing is at home they use my height to change the light bulbs and hang the curtains, things like that."
Mr Kosen is the first person in more than a decade to be more than 8ft in height, a spokesman for Guinness World Records said.
He grew normally until he was 10, but then a tumour caused him to develop a medical condition called pituitary gigantism.
The tumour was removed last year and his growth stopped.
His visit to the UK is the first time he has travelled outside Turkey, and he will go on to visit the US and Germany.
Earlier this year, Zhao Liang from China thought he might be a contender for the world record after he was treated for an injury in hospital.
Staff there measured the former basketball player at 2.46m (just under 8ft 1in) in height.

Police Impound The Modified Vehicles Allegedly Used For Street Racing
Book 20 Youths Along Seria-Lumut Highway
Kuala Belait - The Belait Investigation and Traffic Branch of the Royal Brunei Police Force swooped down on a crowd allegedly gathered for street racing along the Seria Lumut highway and put the brakes on the activity, which apart from being a public nuisance is a road safety hazard.
The one-kilometre stretch starting at the Norada junction along the Seria-Lumut highway has been a popular spot for illegal drag racing.
The police impounded seven modified cars during the weekend raid and about 20 people were booked for questioning and investigation, all in their mid 20s and early 30s.
Probationary Senior Inspector Md Ismail Abdullah led the operation with 13 other traffic police along the Seria Lumut bypass.
The traffic police were deployed at four different locations to conduct surveillance from 11.15pm.
And based on their observation, the crowd started gathering at midnight and carried out a 500-metre sprint race along the highway. Thirty minutes after midnight, the police ambushed the crowd believed to be drivers and spectators.
Some of them tried to flee but police surrounded the area and blocked off all possible exit routes. The operation lasted over three hours. The crowd was escorted to the Belait police traffic branch office in Kampong Pandan.
Md Ismail said the illegal racers could face various charges under the Road Traffic Act such as participating in illegal racing under Section 37A (7) Road Traffic Investigation Chap 68, which carries a penalty of a minimum fine of $1,000 and maximum fine of $2,000 or more and jail term of up to six months and a fine of up to $2,000 and revoking of licences for a year for driving at break-neck speed.
Illegal racers could also be prosecuted for reckless or - dangerous driving, which leads to a hefty fine of up to $10,000 and two years' jail term.
In addition to that, they could also be ticketed for illegal car modifications.
Police hope this stern action would serve as a deterrent to other street racing enthusiasts to put a stop to the illegal activity.
Md Ismail added that the thrill-seeking, adrenaline-pumping activity is rampant in the district and hag grown ram immensely in the country over the years.
The traffic and investigations branch has conducted several operations to curb the activity in the past but unfortunately it failed to root out the menace.
One of the problems the police had encountered previously was lookouts the street racers were using to make a quick getaway. The lookout positioned outside the racing area would call on racers' cell phones or press MSN alerts to warn others when police arrive.
The police have received overwhelming complaints from the public due to the noise made by these cars zooming up and down the highway.
In addition, the activity endangers other road users and there are many instances of injuries and even deaths caused by street racing in other countries, said Md Ismail.
Street racing prompts illegal gathering of more than five people and also promotes unhealthy activities such as drinking and gambling.
He added that police would continue to enforce the law regarding this dangerous activity to make the streets safe for everyone.-- Courtesy of Borneo Bulletin

Why not put an end by....
written by Enthusiasts , September 14, 2009
Instead of prosecuting the public for having this kind of illegal activity, why not build a suitable track for these enthusiast so that there is a dedicated place to carry drag race, track race etc. I'm sure people wouldn't mind paying to rent such track. Atleast this does not promote such activity on the road endangering road users.
Prosecution should be made to the supplier of the aftermarket parts. Not the consumers. Its just like drug, kill the drug supplier, the consumer is saved. Why couldn't it be the same? Think!!!!
Think about it. Its because we don't have a track, thats why it was carried out on the road. Its simple. Drag race on the streets has been ongoing for years even before i was born but still no official track has been made so i'm sure it can't be stopped for the next 20 years or more.

Authorities, please grow up
written by Get Real , September 14, 2009
They need a solution? Build a race track.. Why is that so hard? When it comes to doing some useless events, and trying to kiss the feet of the big shots, some are willing to fork out a nice sum of money. But when it comes to the benefit of ordinary citizens, sorry to say it never gets approved.
Come on grow up the country is moving forward. The more you enforce, the larger the crimes get. So face it, make it legal.. And both sides would be happy..

Dedicated race track
written by Jim Brenner , September 14, 2009
This isn't new. Why not make a proper race track like skid-pan or autocross and a drag strip. Imagine how much money you can make from young people just wanting to test their cars our and from advanced driving courses? end of the day, someone makes money, everyone becomes a better driver and gain new skills in a safe environment. It's not like there's no space to build one, and wat, a 1/4 mile strip + 1 km square and some cones for skidpan isn't too much to ask for considering each car pays a reasonable fee to enter?

Disney to buy Marvel in $4bn deal

Entertainment giant Walt Disney is to buy Marvel Entertainment in a shares and cash deal valued at $4bn (£2.5bn).
The deal means Disney will take over ownership of 5,000 Marvel characters, such as Spider-Man and the X-Men.
Marvel shareholders will get $30 per share in cash plus 0.745 Disney shares for every Marvel share owned.
The boards of Disney and Marvel have both approved the deal, which now needs the backing of Marvel shareholders and competition authorities.
Marvel shares were ahead $9.68, or 25%, to $48.33 in Monday trading while Disney shares fell 80 cents, or 3%, to $26.04.
'Great assets'
"We believe that adding Marvel to Disney's unique portfolio of brands provides significant opportunities for long-term growth and value creation," Disney president and chief executive Robert Iger said.
"We are pleased to bring this talent and these great assets to Disney."
Other Marvel's characters include Captain America, the Fantastic Four and Thor.
"Disney is the perfect home for Marvel's fantastic library of characters given its proven ability to expand content creation and licensing businesses," said Marvel chief executive Ike Perlmutter.
"This is an unparalleled opportunity for Marvel to build upon its vibrant brand and character properties by accessing Disney's tremendous global organization and infrastructure around the world," he added.
'Good deal'
Arvind Bhatia, an analyst at Sterne, Agee and Leach, said that the deal appeared to be a "win-win situation for both companies".
"They [Marvel shareholders] are getting a good deal in my opinion. The CEO of the company, Isaac Perlmutter, is also the largest shareholder of the company.
"From that standpoint, we think the chances of this deal going through are pretty high."
Last month, Walt Disney reported a fall in profits of more than a quarter as the downturn hit revenue at its film and theme park divisions.
Net profit between April and June came in at $954m (£579m), down 26% on the $1.28bn the entertainment giant made in the same period last year.
Revenues of $8.6bn were down 7% from the $9.2bn recorded a year before.

90% Shops Remove Fake Music Products
zezaq
- 08-31-09 12:59 - 29 comments
Bandar Seri Begawan - About 90 per cent of shops selling pirated music products have removed the illegal goods of their shelves, an outcome of the recently-launched anti-piracy campaign involving the Royal Brunei Police Force (RBPF), Attorney General's Chambers (AGC) and Recording Industry Association of Malaysia (RIM).
According to RIM'S CEO Tan Ngiap Foo in an interview, numerous police reports have been lodged since the start of the campaign on August 20, which resulted in two successful police raids within a week's time.
RIM monitors the local market for music piracy on a daily basis, including weekends and public holidays.
As far as music pirates are concerned, we am pleased to confirm that as of (August 28), about 90 per cent of illegal music products were not seen to be displayed on the shelves in most of the shops," he said. "We have reported the stubborn 10 per cent to the police and hopefully, (legal) actions will be taken against them soon".
During a quick survey of random shops selling music products yesterday, The Brunei Times found that pirated music products have indeed been taken off from display.
Speaking on how the offenders have responded to the campaign so far, Tan believed that it has been quite positive. Previously, it was reported that about five syndicates actually operated in Brunei, whereby they produce and supply the contraband to shops here.
"With the involvement of the AGC and police, the campaign has actually converted four out of the five pirate syndicates overnight," he said.
They (have) either chosen to stop displaying or selling pirated music (and some are) beginning to display legal music products with holograms (mark of authenticity)". Tan explained that some shops have even stopped selling pirated music and have opted to "go legal".
As the responsible body supplying the majority of authentic music products in the area, RIM has already begun to receive orders for legitimate music products from sellers who used to sell pirated products.
"Although the volume is small, it is a good start," he said.
"In other words, the campaign is extremely successful in the sense that 90 per cent stopped dealing in pirated music just within a short span of one week," he added.
"We are now focusing on the balance of the most difficult and stubborn 10 per cent pirates who are still challenging the law of Brunei openly".
It was previously reported that pirated products have dramatically infiltrated the Bruneian market for the past 12 years, peaking at 99 per cent of music products sold in the Sultanate.
Due to this, RIM has pledged to put an end to music piracy here, reducing the level to a realistic 10 per cent within three months, with the support of local authorities. -- Courtesy of The Brunei Times

Legal case against God dismissed

Legal case against God dismissed
A US judge has thrown out a case against God, ruling that because the defendant has no address, legal papers cannot be served.
The suit was launched by Nebraska state senator Ernie Chambers, who said he might appeal against the ruling.
He sought a permanent injunction to prevent the "death, destruction and terrorisation" caused by God.
Judge Marlon Polk said in his ruling that a plaintiff must have access to the defendant for a case to proceed.
"Given that this court finds that there can never be service effectuated on the named defendant this action will be dismissed with prejudice," Judge Polk wrote in his ruling.
Mr Chambers cannot refile the suit but may appeal.
'God knows everything'
Mr Chambers sued God last year. He said God had threatened him and the people of Nebraska and had inflicted "widespread death, destruction and terrorisation of millions upon millions of the Earth's inhabitants".
He said he would carefully consider Judge Polk's ruling before deciding whether to appeal.
The court, Mr Chambers said, had acknowledged the existence of God and "a consequence of that acknowledgement is a recognition of God's omniscience".
"Since God knows everything," he reasoned, "God has notice of this lawsuit."
Mr Chambers, a state senator for 38 years, said he filed the suit to make the point that "anyone can sue anyone else, even God".
